does anyone here know how to alter the time the railgun takes to charge? like in excessive, but not as fast. (not /g_railtrailtime)

Reload time is controlled server side, you can't change it via your cfg.

thats what i meant, like if your the server admin and your setting up a server.

doubt ne1 will change that for the server
